Active, two-way communication with the relevant stakeholder groups is a key strategy to maximizing EURECA’s impact and exchange know-how. This is why EURECA undertakes a series of knowledge sharing events across Europe with a wide range of organizations to build a network of partners with common interest, create joint development and ensure joint benefits.
On November 12, 2015 we were honoured to be received by representatives from the Latvian public sector in beautiful Riga for a co-organised full-day event at City Council on Public procurement of data centre (related) products and services.
The EURECA workshop in Riga can be considered a continuation of the collaboration on smart city issues started by Riga and Green IT Amsterdam Region and others in the Green IT Network Europe. Riga has also committed to ambitious energy and climate targets as a smart city (SEAP). The engagement with diverse stakeholders is an important feature for Riga, including presence of local decision makers at the important events. This made Riga a natural choice for the EURECA project to reach out to as collaborative partner.
The overall objectives of the Riga event was to
- have everyone involved to come away with useful insights,
- discuss with the public sector in Latvia, such as Riga City and the Ministry of Environmental Protection and Regional Development of Latvia, the potential added value of EURECA’s framework and tool in the context of Latvian needs and ambitions, and
- create a desire and motivation for further collaboration and sharing of knowledge between all present stakeholders.
Addressing the guests from Latvia’s cities – Jūrmala, Valmiera, Ventspils, amongst others, and several companies, Ms. Inete Ielīte, Riga SEAP Management Board Member, emphasised the value of knowledge sharing in building competitive and sustainable communities and for stakeholders in Riga and across Latvia to cooperate. Mr. Jaak, Vlasveld, Director of Green IT Amsterdam confirmed this wholeheartedly. “Results of such efforts in the Amsterdam region are showing, giving us incentives to take it to the next level. Our previous collaboration with Riga has been equally positive and we are pleased to see this continued.”
The morning focused on show-casing several interesting best-practice examples from outside of Latvia, such as Telecity’s findings of success-stories’ deciding factors, a case study from University of Hertfordshire, and guidelines used in the German public sector. In addition, Lauris Linabergs from Ministry of Environmental Protection and Regional Development of Latvia shared the ministry’s ambitions of sustainability and public procurement related to Public IT infrastructure. “For me this was a great opportunity to communicate ideas and gather some feedback regarding procurement of public administration [related] information systems. Constructive feedback from municipalities on previous cooperation experiences was really useful as well as ideas for the new cooperation projects.”
The afternoon session was all about interaction with round-table discussions in two groups. In the first group the discussion focused on “Regional cooperation as a first step in addressing city’s needs?” Here the aim was to identify what is needed for the different Latvian public sector bodies to further improve collaborations based on previous experiences.
The second group focused on “Determining your ambition levels: What are the next steps your cities can take?” The goal for this discussion was for each representative to be able to set new realistic energy efficiency goals and accompanying strategy by exchanging different experiences and insights between public sector, industry and the EURECA team.
A general conclusion of the round-table discussions was that there is a shared ambition to be able to anticipate the data growth that is accompanying the growth of smart(er) digital services; and to achieve this through resource efficiency based solutions and through local and cross-border collaboration and knowledge sharing. Cost, social (societal) and sustainability are the key drivers and therefor there is need for targets using effective related standards, metrics and KPI’s.
As EURECA project we came away with a confirmation of the differences in varying European regions, regarding approaches, needs and requirements, but also a confirmation of common challenges. This common ground determines the foundation of what the EURECA framework is based on, the differences highlight the required flexibility that needs to be built into the envisioned tool. Martins Plikss, on behalf of Riga Information Technology Centre assured that the workshop proved the added value of cities sharing their knowledge and experiences to help create the tools [such as EURECA] that enable the ‘greening of cities’ with ICT.
We would like to thank everyone who contributed to and participated in the event, we have thoroughly enjoyed learning more about the local public and data centre sector AND, of course, the Latvian history and culture.
EURECA – Échanges de connaissances et d’expériences à Riga
Une communication active et engagée entre les différentes parties prenantes est une stratégie clé pour maximiser l’impact d’EURECA. C’est pourquoi EURECA entreprend une série d’événements, basés sur le partage de connaissances, à travers l’Europe, avec un vaste panel d’organisations. Le but est de construire un réseau de partenaires partageant un intérêt commun, créer des développements conjoints afin de garantir des avantages communs.
Ce 12 Novembre dans la belle ville de Riga, nous étions honorés d’être reçus par des représentants Letton du secteur public pour un événement d’une journée coorganisée à l’hôtel de ville sur le thème des achats publics pour les centres de données relatifs aux produits et services. Les principaux objectifs de l’événement à Riga étaient de :
- Avoir tout le monde impliqué afin de repartir avec des idées intéressantes et pertinentes
- Discuter avec le secteur public de la potentielle valeur ajoutée du cadre et des outils d’EURECA, par rapport aux besoins et ambitions de la Lettonie
- Créer un désir et des motivations pour des prochaines collaborations et le partage de connaissances entre toutes les parties prenantes présentes
La matinée s’est axée sur la démonstration de plusieurs exemples de bonnes pratiques en dehors de la Lettonie tels que les conclusions de Telecity sur les facteurs de décisions des histoires à succès, un cas d’étude de l’Université de Hertfordshire ainsi que les lignes directrices utilisées par le secteur public Allemand.
La session de l’après-midi portait sur l’interaction entre différentes tables rondes de discussions, divisées en deux groupes. Le premier groupe s’est focalisé sur « Les coopérations régionales en tant que première étape pour la satisfaction des besoins de la ville ? ». Ici le but était d’identifier ce qui est nécessaire pour les différentes parties du secteur public Letton afin d’améliorer les prochaines collaborations, basées sur les expériences passées. Le second groupe s’est concentré sur : « La détermination de vos niveaux d’ambitions : Quels sont les prochaines étapes que votre ville peut prendre ? ». L’objectif de cette discussion était que chaque représentant soit capable de mettre en place de nouveaux objectifs réalistes concernant l’efficacité énergétique et accompagnant la stratégie en échangeant différentes expériences et idées entre le secteur public, l’industrie et l’équipe d’EURECA.
Avec le projet EURECA, nous sommes partis avec une confirmation des différences entre les régions européennes, en ce qui concerne les approches, les besoins et les exigences, mais aussi une confirmation de défis communs. Ce terrain d’entente détermine le fondement de ce qu’est le cadre d’EURECA, les différences mettent en évidence la flexibilité nécessaire qui doit être intégrée dans l’outil envisagé.
Nous souhaitons remercier tous ceux qui ont contribué et participé à cet événement, nous avons vraiment apprécié pour en apprendre davantage sur le secteur public local et le secteur des centres de données ainsi que, bien sûr, l’histoire de la Lettonie et la culture.
EURECA wisselt kennis en ervaring uit in Riga
Een actief dialoog met diverse stakeholder groepen is van fundamenteel belang om EURECA’s impact zo groot mogelijk te maken. Dit is dan ook de achterliggende reden waarom EURECA, samen met lokale organisaties, een serie van kennisdeling events verspreid over Europa organiseert om zo een netwerk aan partners met gedeelde interesse te creëren, om gezamenlijke ontwikkeling mogelijk te maken en gezamenlijke ‘benefits’ te creëren.
Afgelopen 12 november werd het EURECA project team ontvangen door vertegenwoordigers van de Letse publieke sector in het prachtige Riga voor een gezamenlijk georganiseerd event in het stadhuis over inkoop van data center (gerelateerde) producten en diensten door de publieke sector. De overkoepelende doelstelling van de dag was:
- alle aanwezigen nieuwe en bruikbare inzichten mee te geven.
- de potientiele toegevoegde waarde van EURECA’s framework en tool in context van Letse behoeften en ambities te bespreken
- de wens en motivatie voor verdere samenwerking en kennisdeling tussen alle aanwezige stakeholders te stimuleren.
In de ochtend werden diverse ‘best-practice’ voorbeelden uitgelicht vanuit verschillende perspectieven., zoals Telecity’s bevindingen van ‘doorslaggevende factoren van succesverhalen’, een case studie van de Hertfordshire universiteit en gebruikte richtlijnen binnen de Duitse publieke sector.
De middag was gereserveerd voor interactie middels ronde-tafel discussies in twee groepen. In de eerste groep stond de vraag “Wat heeft de stad nodig, realisatie begint bij regionale samenwerking” centraal. Doel bij deze discussie was om te identificeren wat er nodig is voor de Letse publieke sector organisaties om samenwerking nog verder te verbeteren terugkijkend op eerdere ervaringen. De tweede groep verdiepte zich in de vraag “Wat zijn uw ambities: welke volgende stappen kan uw stad nemen?” Bij deze discussie was het doel om alle betrokkenen handvaten te geven waarmee een ieder nieuwe doelstellingen met bijpassende strategie te formuleren met behulp van de diversiteit aan informatie die tijdens de discussie onderling werd gedeeld tussen de publieke sector, de data center sector en het EURECA team.
Voor het EURECA project heeft het event in Riga bevestigd dat elke regio binnen Europa rekening moet houden met verschillende benaderingen, behoefte en eisen, maar zeker ook dat er een groot aantal punten van overeenkomsten zijn. Deze gedeelde overeenkomsten vormen het fundament van het EURECA framework, terwijl de verschillen de benodigde flexibiliteit van de tool benadrukt.
Onze dank gaat uit naar iedereen die heeft bijgedragen aan het Riga event. Het EURECA team heeft met plezier en interesse meer over de Letse publieke en data center sector geleerd, maar natuurlijk ook de verhalen over de Letse geschiedenis en cultuur.
